Place-name search returned one match with latitude, longitude, and a display name. No API key. Response was fast and the coordinates match the tower.

GET /search?q=Eiffel+Tower&format=json&limit=1 with a custom User-Agent returned the right result first try: Tour Eiffel, lat 48.8582599, lon 2.2945006, with a full address and bounding box. It was fast and needed no key. The one catch is that you have to set a User-Agent header and stay at or under 1 request per second. Names come back in the local language ("Tour Eiffel"), so add accept-language if you need English.
